There is no prior appointment needed and there are no charges to visit the garden. Outside there is parking available(it is paid parking)
You would have to deposit your cameras outside (At No charge) which you can pick up later.
You would have to go through security. Once inside, you can roam around various gardens.

The annual public opening of the Mughal Gardens at Rashtrapati Bhavan, Udyanotsav 2015, begins from 14 February, 2015.

There is no formal procedure for going Mughal garden. You can visit the garden at any time. There is no fe is charged for it. You can freely go to see the garden. But there is a timing is there, the time is over and there were no to go without permission. Youcan not use cameras in the garden, it was prohibited.
